What is studiefinanciering?
Studiefinanciering is the Dutch government's student finance package, administered by DUO (Dienst Uitvoering Onderwijs). For EU students it can include a basic grant (basisbeurs), a supplementary grant based on parental income, a student travel product (OV), and an interest-bearing loan. Combined, eligible students commonly receive €400 to €1,400 per month.
Are you eligible as an EU/EEA student?
EU/EEA and Swiss students can qualify in two main ways:
- Migrant worker route (the 32-hour rule): if you work at least 56 hours per month (roughly 32 hours has been the historical rule of thumb, with 56 hours now applied by DUO in practice), you're treated as a migrant worker and get access to the same student finance as Dutch nationals.
- Five years of legal residence: after five years of continuous legal residence in the Netherlands, you qualify for full student finance without the work requirement.
You must also be enrolled in a recognised full-time or dual programme at a Dutch HBO or WO institution and be under 30 when you first apply.
The 32-hour rule, explained
The migrant-worker route is what unlocks Dutch student finance for most EU students. DUO checks each month whether you meet the work threshold. If you dip below it for a sustained period, your payments can stop and DUO may reclaim what you received (a "clawback"). Practical points:
- Track your hours every month and keep your payslips.
- A single contract with stable hours is safer than juggling short gigs.
- Zero-hour contracts can qualify, but only if you actually work the required hours.
- If a job ends, line up the next one quickly so you don't break the streak.
Before you start your DUO application
Have these ready:
- A BSN (citizen service number), issued after you register at your Dutch municipality.
- DigiD, the login used for Dutch government services.
- A Dutch bank account (IBAN) in your own name.
- Proof of enrolment at your Dutch institution.
- Employment contract and recent payslips if you're applying via the work route.
Step-by-step: studiefinanciering aanvragen
- Register with your municipality and get your BSN.
- Activate DigiD and, ideally, the DigiD app for signing.
- Log in to Mijn DUO and open the studiefinanciering application form for higher education.
- Enter your programme, start date, and the amount of loan (if any) you want.
- Submit proof you meet the migrant-worker rule: contract and payslips covering the qualifying hours.
- Check your inbox on Mijn DUO for the decision. First payment usually lands within a few weeks of approval.
After approval: staying compliant
Approval isn't the finish line. DUO reviews eligibility on an ongoing basis. Keep working the required hours, keep your address up to date at the municipality, and respond to DUO letters promptly. If you graduate, drop below full-time, or leave the Netherlands, tell DUO so you don't accrue a debt you'll have to repay.
Don't forget the allowances
Alongside studiefinanciering, EU students in the Netherlands are often entitled to healthcare allowance (zorgtoeslag) and, if renting independently, rent allowance (huurtoeslag). Together these can add several hundred euros a month. Apply through the Belastingdienst (Toeslagen) once you have your BSN and Dutch health insurance.
Common mistakes we see
- Applying without meeting the work-hour threshold, then facing a clawback.
- Missing months of work because a contract ended and no replacement was lined up.
- Forgetting to apply for zorgtoeslag and huurtoeslag separately.
- Leaving the Netherlands without notifying DUO.
